ok so i have a few new interior lighting mods and im curious if i can tap into the "batt" place on the fuse box? if so how? do i put the positive there and ground the neg to the frame? id rather have it to the fuse box instead of the cig lighter since i use it for my phone charger.

Use a test light to see if there which terminal has 12 volts at the BATT terminals. There should be power to one side. If you connect to that terminal, you should use an in-line fuse to power your accessory.

Yes you can tap into the "open" Batt spaces in the fuse box - on side is hot-the other ignition on. I simply ground down a male wire connecter and plugged it in and use an inline fuse for circuit protection. Plenty of grounds to tap into. Hardest part was getting my 250 6-3 bulk upside down and under the steering wheel! Lucky I have a tilt steering wheel or I'd still be there.

so on the batt taps one is 12v and one is ground or are they both 12v? i only need like 3amps to power what im using and i aleady have a inline fuse i just cant figure out how to tap it into my fuse box so i can hide the wire.

As long as you're talking about the two BATT slots that are one on top of the other immediately to the left of the CTSY/LID fuse, then the two slots are hot since they weren't meant for a fuse, but rather for exactly the kind of thing you're doing. Any old bayonet-style automotive crimp-on connector with the red insulation fits in either slot. Just use a zip tie to keep the wire from dangling down. Those two slots are protected by the BATT fuse which is 25A.

ok so now....wheres the best place to place a ground? the wire's not very long and its getting late so its not getting any easier to see.

You can use a self tapping screw anywhere where there's some sheet metal since the entire frame of the car is connected to the negative terminal of the battery.

found a spot. i hope it doesnt hurt the flasher to use the clip to ground my wire.
