No. Its specs aren't especially close to a Comp Cams 2

Rather, that Elgin cam's basic specs are more comparable to those for the mild Comp Cams
252H cam.

As you can see, the basic specs of the Elgin and the Comp Cams 252H cams are similar to one another, so each provides roughly the same increases in duration and lift over the stock 2.8L Fiero cam:
