You will want to use one if you are building your engine harness and
You are running an electronically controlled automatic transmission that was attached to your 3800/swap engine. (4T60E or 4T65E)
OR
You are running a manual transmission and you wish to run the VSS signal through the PCM thus allowing you to have the PCM programmed to correct for tire size variations.
----
With a manual transmission you can instead wire the VSS directly to the speedometer and then also tap the signal to the PCM. If you are running tires with the same external size as the originals your speedometer should be accurate.

You need to have the VSS signal being sent to the PCM, and the PCM programmed for the correct overall wheel size.
Then this connects to the 4000 PPM output of the PCM, and to power. The output of the buffer connects to the yellow speedo wire of C203. Your speedo should work then. There is a 'buy it now' button on the website if you wish to purchase one.
As stated before the price is lowered to $20 shipped to US addresses
