Does anyone know where I can pickup one of these chin spoilers with driving light openings?

You can't "pick up" that chin spoiler anywhere you have to make it. It's made from cutting the bottom off of the nose of a Fiero then flipping it over and bolting it on. The pockets for the lights have to be added. Search on "lawrence/skitime" spoiler and there are a bunch of threads on how to make it.

The one you showed was the first known one made by member called Lawrence. Another member called Skitime perfected it.
