I agree with RWDPLZ. I'll add to bleed any brake master cylinder new or used that has lost it's fluid. I'd prefer to replace rather than rebuild. The bore of the cylinder wears as well as the seals and new internals may not conform to the old wear pattern. For comparison it would be like putting new rings on a piston without honing the cylinder. I use to have a hone for the old drum brake wheel cylinders when they needed rebuilt, Old-School. I'd imagine they have one for master cylinders as well but if you over-bore to get out the deep pits you may be in bigger trouble. Choose wisely.
