I was doing some other work which required pulling the rear rim off. When I did, I noticed no center cap on the hub to keep water and dust out, and grease in. Is it designed that way??

Yes as the rear uses a sealed hub bearing like a FWD car.
Now the front still uses a roller taper and it does need the cap.

There is no dust cap on the rear bearing/axle assembly.
