You have two relays next to the windshield washer tank when you have A/C
The right which is higher: A/C Power Relay

Sides may switch.
Turn H-blower switch to High while someone puts a hand on 1 of them. Or unplug the relays.------------------

And turn On only w/ blower @ max speed & all or no buttons press in but Off button pressed in.
