Wait a sec...it has an electric pusher pump ahead of a mechanical pump on the block? It also has a return with a pressure relief valve built into the filter? And a carb? Am I deducing this correctly?
If the above is true, I would ditch all of that and just run a mechanical pump and a straight filter. Go old school.

I've had the mechanical fuel pump in my old Caprice suck the fuel tank halfway flattened when there was a vent malfunction. I opened the gas cap and I heard a Kaa-BONG!! as the tank popped back.

i had added an electric pump on the fender an old dodge tech around here said there known for the centric on the end of the cam that drives the pump wearing down and not building pressure. anyway the pump locked up i pulled it off and dumped some heat in it and off it goes again.... dumb truck... now i got some vacume crap to get rid of and lots of wireng but it runs better than it has in a long time now
