Hi just bought a 99 Silverado with a 5.3 the previous owner bought it as a project but never got around to it, but he said that the transmission was starting to slip real bad and the previous owner decided to drive it the transmission shop and supposedly the engine locked up on the way there, but it still turns over, but really hard. So I'm wondering is there any way a bad transmission or a bad torque converter cause an engine to turn over hard. I just can't think of anything in an engine that would make it do that without just seizing it up all together.

A torque converter is a fluid coupling so I would think it would be highly unlikely. But you could pull the inspection cover and unbolt the converter from the flywheel and see if the engine turns over easier.
