LT1 Throttle cable binding on 96 Roadmaster (Page 1/1)

The throttle cable is sticking on a bracket right next to it.
This has only happened recently but looks like it has been rubbing on it a while. When it happened I thought it was the floor-mat sticking under the accelerator.
the bracket was installed too far forward at some point, (the second picture I circled where I think the bolt was supposed to go) even after I moved it back it would still catch the cable up. I ground down the bracket and sprayed it with some paint.
Wondering if I'm missing something more important.

Floor mats only apply to Toyotas.

How is the throttle return spring? maybe it's fatigued? Is the butterfly sticking in the carb? Maybe its shat has made the hole a bit oblong? That happened on my John Deere mower and it didn't sound good with that screw bouncing around in the cylinder once the shaft broke at it's weakest point (the screw hole).

I shot the throttle full of seafoam since I had it opened but it moves freely.
You can actually see the cable end get stuck, its definitely what is happening.
I got someone to pump the gas so I could watch it operate and its actually not the throttle but the throttle valve or cruise control? I"m not sure I can't find a diagram in the hugh jass manual.
