After listening to some of their songs I'm convinced this is Superdrag or a group with Sam Powers at vocals. Does anyone own the Superdrag CD "Changin' Tires on the Road to Ruin"? It contains b-sides & rarities and there's a few songs that match the length of this mystery song but there's no way of listening without purchasing. I have "Changing Tires"and unfortunately I can tell you that is not on that CD. Now for a curveball; I was listening to a Superdrag station on Pandora, and it played a song by Sloan that also sounded very similar.

As a product of the 90's and a HUGE fan of Pearl Jam and Eddie Vedder I can tell you it's not him, nor is it Kurt Cobain. It's not Super Drag or even close to Weezer. If you can't find the lyrics online then it was probably some local band. Many radio and television shows, especially in the 90's, would play local band's stuff. In fact, many alternative stations still play local band songs. It's quite catchy, but it doesn't sound like it's a licensed song, or one that was made in a studio, at least not a big studio. My brother and my wife are both muscians and this singer actually sounds like my brother, but it's not, and neither my wife nor my brother recognize this band. I'm sure if you keep at it someone will know the answer, but I'm sure te answer won't be any mainstream band like Perl Jam, Weezer, Nirvana, or Super Drag. Good luck with the search.
