It's not a totally Republican bill, as you inferred.
It is a product of the Washington Swamp, and that's something that needs to be drained in the next few election cycles.

Although it's hard to believe anyone's prescription glasses could be that far off and still get out of the optometrist's office but, I guess anything is possible.
