It's called the "Confederate Memorial."
There's an interesting writeup of it on the official Arlington National Cemetery website that obviously predates the very recent removal of the statue, which I believe is going to be relocated to some other venue.

The Confederate Memorial that was fortuitously removed from Arlington National Cemetery—a construction crane's cargo of Confederate kitsch if ever there was one—could find a new home at Virginia's New Market Battlefield State Historical Park and the collocated Virginia Museum of the Civil War, where it wouldn't be such an eyesore, after casting its ill-conceived shadow upon the grounds of Arlington for nearly 110 woeful and uninterrupted years since it was unfortuitously unveiled in 1914.
This relocation is described in some new reports that I've scrutinized, but I don't see that this plan has yet been finalized.
Failing that, perhaps the federal government can accept bids from the general public... from whoever may have a suitable location where this oversized skeleton from the closet of memory could be erected again without creating further offense.

Someone should tell Governor Youngkin he can't have it both ways. The Confederate Memorial had to removed from Arlington to create the possibility of re-erecting it at the New Market Battlefield State Historical Park and collocated Virginia Museum of the Civil War.
