In the US it would be called Martial Law. Same thing.
Cops (military isn't involved yet) can order you to do, or seize anything they want, and if you refuse it's off to the gulags with you.
Tow truck drivers wont drive ? Gulag
Refuse the shot ? Gulag
They like your ride, it's theirs. Object, Gulag.
No mask, Gulag.
Say something they dont like (they will claim "supporting the convoy"....gulag.
You get the idea.
My personal guess is they are going after the truck concentrations and large protests 1st, then trickling down to the rest of the dissenters.

(a) the regulation or prohibition of travel to, from or within any specified area, where necessary for the protection of the health or safety of individuals;
(b) the evacuation of persons and the removal of personal property from any specified area and the making of arrangements for the adequate care and protection of the persons and property;
(c) the requisition, use or disposition of property;
(d) the authorization of or direction to any person, or any person of a class of persons, to render essential services of a type that that person, or a person of that class, is competent to provide and the provision of reasonable compensation in respect of services so rendered;

Well, having scanned that document, I think I found a loop hole for you.
Claim it's a labor strike against unfair or unsafe working conditions.

MIght not stand up in your courts but, it could maybe it would tie it up in the legal system for a while. 
Actually, a good prosecutor would shoot that down quickly.
I'd say, if this happens, your protest is toast for the next ninety days.

I have a VERY sneaky suspicion there are gonna be a LOT (big huge pile) of people with covid symptoms obeying quarantine orders in the near future.
General strike ?....Naw, they just got the sniffles and are being cautious.
