Russia has been offering civilians safe passage routes for a while and the Ukrainian military has refused. When civilians try to leave the Azov battalion prohibits that and even shoots them for continuing to try.
The West wants more dead bodies to use as atrocity propaganda.

I can get my head around the idea that this is possible. That there could be some of these "Azov" or like-minded people on the Ukrainian side—or at least, on the anti-Russian side—that would go "false flag" in this way, by shooting at the people who are (were) trying to escape from Mariupol and pretending that it's the Russian forces that are doing this.
But systematically? Could this explain all of the violence that's been reported against Ukrainians who are (were) trying to escape from Mariupol and the other cities that have become war zones? And what about the video evidence of the residential apartment buildings and other civilian sites that have been reduced to rubble or severely damaged in Kyiv, Kharkiv and other Ukrainian cities and towns?

They arent just shooting them for false flag. The main intent claimed all along is that they're refusing to allow them to leave so they can hide behind them and hold the Russians off and snipe at them from civilian locations. Even the Ukranian population can be found stating that civilian mortar and rocket attacks came from Ukrainian force's locations.
They're shooting them in the Azov region to prevent them from fleeing. The video states that Russians liberated them and they didn't know Russia offered safe escape corridors.

Bolded/underlined portion pretty much says it all. Believe what you will. No doubt there were probably causalities but who shot who is a real question.

Volnovakha (Волноваха) is a tiny little town, (21k people) in the Donetsk / Donbas region of far eastern Ukraine. That area is almost completely under the control of pro-Russian separatists, and actual RF troops and has been for a long time.
I'll hazard a guess that any shooting of civilians that might be going on there is probably more likely to be "ethnic cleansing" of Ukrainians that refuse to submit to their new Moscow rule.....IF it is even happening at all.
