According to a report that I saw earlier today, the U.S. had to lure this Viktor Bout out of what was effectively his retirement from the arms-dealing trade, in order to trap him in a sting operation in Thailand. The federal judge who sentenced him said that Bout was going to prison in the United States because he couldn't resist temptation.
This is good PR for Vladimir Putin. This will be seen as an accomplishment for Putin in the eyes of his Russian followers and the other Russians that he wants to discourage from drifting away from him or turning openly against him. It helps the aging Putin burnish his image inside Russia as still very much "large and in charge."
Is this a material advantage for Putin in terms of Russia's war against Ukraine and other nefarious Russian activities around the world?
I think it's mostly symbolic. The black market in arms-dealing has seen new players emerge like Putin's "chef", while Bout has been languishing in pre-trial detention and then prison for the prior 12 years.
