The District of Columbia, and municipalities in three states allow non-citizens to vote in local elections as of June 2023: California, Maryland, and Vermont.
According to the Pew Research Center, there were over 45 million non-citizens living in the U.S. as of 2020. That included approximately 21 million naturalized citizens, 12 million permanent residents, and 2 million temporary residents who were in the country with legal permission, as well as approximately 11 million immigrants who resided in the country without legal permission.

INSANE TO SAY THEY ARE NOT CITIZENS and we do have a real count of who got made citizens so no need to approximate them
RESIDENT CAN'T VOTE until they get made citizens after time and tests
11 M is low for illegals there are more then that here in miami now
