So when they do something you find favorable, you shouldn't be shocked... because unlike radical leftist judges, their only goal is to validate existing law... and they deemed it legal to add this to Florida's ballot for a potential amendment. I'm pretty sure this occurs in every jurisdiction where the sale of previously banned substances has been legalized. Grass is legal here, with pot shops located (almost) everywhere. However, the "black market" is still thriving... partly due to undercutting the prices at registered weed stores, and partly due to the fact that "pushers" offer more than just grass.
