This deals with children over 16. So it technically is not dealing with sentencing "pedophiles".
And NO ONE is saying any of this behavior is "okay". Statutory Rape is still against the law in California. But it is only a misdemeanor for an 18 year old to have sex with a 16 year old. Bill 1414 — which was authored by GOP state Sen. Shannon Grove and supported by Eggman — aims to beef up that penalty to at least two to four years in prison, as well as a sex offender registration.
Last month, some Democrats had watered down the bill to only allow the felony classification for the purchase of minors under the age of 16, KCRA reported at the time.

Actually the conservative right-wingers are more accepting of child sex that liberals. Only 12 states have banned underage marriages, with no exception: Delaware, New Jersey, Pennsylvania, Minnesota, Rhode Island, New York, Massachusetts, Vermont, Connecticut, Michigan, Washington, and Virginia. Not a single red state in the bunch.
Meanwhile 9 of the 10 states with the most child marriages were red (Idaho, Arkansas, Kentucky, Oklahoma, Wyoming, Utah, Alabama, West Virginia, and Mississippi)
