The two plastic flanges bolted to the main plate frame in the back rotate so that the holder can be pushed in between the aero holes without entirely removing them .Once in place the flanges are rotated 90 degrees and the bolts are tightened down to create clamping force. While I haven't tried it, it seems like it'd be real easy to rather than tighten the two bolts clamping the flanges to the plastic plate holder piece, one could just slide two pieces of styrofoam or thick cardboard between the back of the fascia and the flanges to create the same clamping force. If you have a stock plate mount, you'll know what I'm talking about.
