This is not the case on automatics I dont think.. either way you can easily test if the solenoid is receiving power with a 12v test light or multimeter. But, if you are jumping it directly to the battery and grounding it and it still isnt working sounds like its dead

on my '86 SE 2.8 Auto the trunk won't pop if there's an issue with the neutral safety switch. On mine I may or may not have to unplug and replug a couple times to get the contacts to make better contact. I need to properly clean it out and use some dielectric grease at some point.
