They do indeed, which can make it difficult to tell what someone is talking about. I saw an L32 turbo Buick from the 2000s as well.

Were they afraid they would run out of numbers and letters.......?

My understanding is that RPO codes are used during assembly, so that workers know what options to install in a car.

As long as an RPO code is only recycled after the previous model stopped production, that should be OK, right?
