Can an ICM be bad and still run the car with issues, or if its bad the car won't start at all? Thanks

It may eventually get to the point where it doesn't work at all... but it's quite common for a failing ICM to appear to be alright when it's cold, and then act up when it gets hot.

Maybe.
Likely have other problem(s) causing ignition problems that could fry the ICM.
