To remove and inspect my lifters, do I need to take the entire intake apparatus out, like the picture below?

Yes, but is it set up properly. Is off throttle decell and on throttle accell? The other thing is, is the MAP sensor reading properlly? Make sure your vacuum lines are not leaking or allowing atmospheric pressure in it. Something like a partially thorn MAP hose.
