My question is..Why does my car run the exact same when I unplug my IAC? Im getting 12 volts to it but it doesnt seem to do anything and It is a new part....And It runs like it is bad with erratic Idle..How possible is it that the new one is bad too? Been chasing this for months now!! Getting tired! Thank you

IAC is a "stepper motor" and runs by ECM.
ECM can turn on a coil or both or not at any given second or even faster.

You need a ECM scanner and IAC Noid Light to see what coil(s) is On in the ECM and actually On at the Plug for the IAC motor.
Scan tool can also see # of Steps and Reset of IAC is true or not,
If Reset True then # of Steps means nothing.
If Reset is True then # of Steps is important... Like Step when Idle is different on AT cars in D or R vs in Park or N. In stick cars can watch anti stall work as doesn't slam the idle to < 1000rpm as you stop the car.
