Is there any possible way to get this rear valve cover bolt off without having to remove the bracket that's blocking it?

Is the intention to then remove the valve cover? If so, the bracket may be in the way to lift the valve cover out of there anyway.
Why the reluctance to just simply remove the bracket first? It's not a difficult job.

If 1/4" drive socket and extension won't clear very few other ways will.
HF and others make "tip able" and flex extensions so can "bend" the socket some may help. Not like "universal" part that take more space to attach.

Yes I'm going to replace the gaskets. I was just not sure what that bracket was holding up from underneath, or what its purpose was.

It's part of the assembly that the dogbone is attached to. Nothing needs to be accessed from "underneath".
In this photo from my valve cover removal thread, you'll notice that bracket has been removed... in order for the valve cover to be lifted out of there.

I understand now. I'll just loosen a couple of the nuts and swing it out of the way.
