Are the numbers below the Vin on the Vin Tag actual part numbers for the part that that Vin Tag should be on?

If you are referring to the white tag on the driver side front wheelhouse, those are RPO (regular production order) codes for the options the car was outfitted with when manufactured.
The bottom row of numbers/letters are the paint codes.
Note: GM RPO can and Does add change or deleted "codes" for any model year. Codes listed publicly are often for only 1 model year and you have different model year so often codes are "missing" from most list or have different meaning.
I don't even trust "Pro Version" Alldata that gets the data they publish direct from GM and others. I don't think they bothered w/ RPO codes for every year because That would take more Space when came on CD and later DVD disks.
If is VIN label on Everything for 87 & up... those are/were required by USDOT/NHTSA as anti-theft item. If you have 87+ cars with them and need new body panels etc. then can have problems later. Example: Some states/countries requires "Totaled" vehicles w/ Salvage and other Titles to have Special Inspection that look at missing/wrong VIN tags and Instant Fail @ best just for that. If bad VIN tag match a vehicle on the "Hot Sheet" then Instant Impound and maybe arrest you too.
