Looks like a "VIN tag" require by Fed's as part of on going anti theft items for all 87 to current model years.
After & Before that rule... Block & trans just have last part of VIN so likely won't help you ID the vehicle out of w/o more info.

Follow backward...
12-17 6 # just number of vehicle
11 Plant # for vehicle.
10 Model Year = F = 1985
09 a check digit means nothing to people.

Your missing 01-08 w/ 8 = Engine Type. But even that may not help as Rebuild can often use a Block to make different engines.

unfortunately all I have is the engine and that stamping is on the block, the heads are stamped 14054884 when I picked it up it had the Fiero intake and fuel rail so I assumed it was a 2.8L unless the top end will fit 3.1 or 3.4 as well this I dont know

I'm trying to determine if this is a 2.8 L or something else is there any other stamping on the block to look for? Apperciate your help so I assume is came from Flint Mi. so that's a start

The heads/intake/valve covers fit/are the same for the 2.8, 3.1, and 3.4 engines, would the engine have any letters/numbers/words stamped on the side of the block?

thanks 85 Fiero I was not sure about that...some good news i did find the block number it was hidden by straps holding it down on my dolly cart. the block# is 14091820 and I'm thinking it's a chevy 2.8L rebuilt and built engine any thoughts as to my thoughts and possible year and car these were put into. This particular motor has the Fiero intake upper and lower, fuel rail that was installed on it.

I truly appreciate
everyone's help.

Your first pic, no idea what that number is, a rebuilders number? an aftermarket trace number? it's not the vehicles serial number, GM stopped that long before, the format is not consistent with any manufactures VIn number sequence. Go with the block casting number, measure the bore diameter and hope for the best,
