What am i missing to hold the fuse panel? (Page 1/1)

Hey Guys, so this is how the fuse panel is in my 1986. What am I missing that would hold up the fuse panel to the dash?

So, with the "spare fuse" compartment closed, the entire thing should swing back, and those two clips on the side should latch in. You have to push it all the way back until you hear it click. It should just snap in place and sit completely horizontal under the dash.
