Wat?! He waffled. He's trying to put lipstick on the pig with the "about 60 %" because it sounds better than admitting his staff said 'eff yu' to the experimental trial injection.
Similarly, DNA companies send out info to prominent racially aware activists saying you are less than 1% African in ancestry to make them feel inadequate. Zero is less than 1%, so they aren't lying. They're just BSing like Dr Fauci. Fauci's staff doesn't believe, in LARGE part.
