Perhaps he is thinking of avatars.
I believe we always (back then) did need a host to post an avatar. I haven't looked at pp lately but if memory serves me correctly, it asked for a url of whatever photo you wanted as an avatar. There was (and may still be) a pip test site and that's how I did my original avatar; posted it on the pip test area, then used the url of that test image to get my avatar up.

PFF avatar instructions:

quote
Avatar

Enter the URL to a small image that will serve as your Avatar. The system will download the image from this location and store it locally on the PFF server. An Avatar will be displayed below your username in every forum post you make. The maximum size of an avatar is 70x70 pixels, if your avatar is larger, the forum software will automatically scale it down for you (be aware that if you use a transparent gif, and it needs to be scaled, it will loose it's transparent properties!). Do not use offensive or inappropriate images, or an immediate ban from the forum might follow! Also be aware with those filesizes. If your avatar is over 100K, it will eventually be deleted by the system automatically.

(pip actually worked very well and I suppose it still does)

I did something similar. I believe I originally uploaded my avatar image using PIP to post in an old thread... and then used that image URL for setting up my avatar. Toady and I go back a long way.

I still to this very day link to images stored in my PIP History folder. I wish there was some way of incorporating images uploaded via the Upload Media button into the PIP History folder. It would make finding and/or reusing uploaded media a whole lot easier. Cliff Pennock... you seeing this?

Lol I tried but it seems like something is not working right. Probably would all be easier from my PC but it's been 3 years since I've booted up. No idea what would happen and need a new wifi antenna for it. Hmm. I'll keep working on it.

I don't upload images from a phone, but it looks like you've possibly sent a screen capture of a photo that's been zoomed in. You need to upload the actual image file (from the Photo folder or whatever it's called).

[EDIT] Alright, for the first time ever... I uploaded a photo from a cell phone (android) above. It was actually easy enough to navigate to the photos on the cell phone, but using a phone for accessing/posting on the forum IMO really sucks. PC FTW!

She was terribly disappointed to see her team lose in the playoffs last season.
