The muzzle was sent one week before Dr. Fiscus was fired from her position, according to the investigation

KNOXVILLE, Tenn. (WVLT) - Tennessee’s former top vaccine official, Dr. Michelle Fiscus, mailed a muzzle to herself one week prior to her being fired from her position, according to NewsChannel 5 in Nashville.

The investigation was overseen by the Tennessee Department of Safety and Homeland Security.

NewsChannel 5 says the investigation finding was first reported by Axios. The state said the case was closed on Monday.

According to state documents obtained by NewsChannel 5 and Axios, Amazon was subpoenaed to release information on who sent the package. The subpoena found two accounts in Fiscus’ name, one she shared with investigators and another account used to purchase the muzzle.

“Based on the information provided to us by Amazon via subpoena, and on information derived from interviews, there is no evidence to indicate that the dog muzzle was intended to threaten Dr. Fiscus. The results of this investigation indicate that purchases from both Amazon accounts were charged to the same American Express credit card in the name of Dr. Michelle D. Fiscus,” the report says.

Fiscus rejected the findings, saying she asked Homeland Security to investigate the package and was made aware of the report on Monday afternoon. She sent NewsChannel 5 the following statement in response to the report:

“I was just made aware of the report from Homeland Security today when it was shared with me by Axios Nashville. I had requested that Homeland Security obtain a subpoena as Amazon refused to release details of the account that ordered the muzzle that was delivered to my office on July 3, 2021. We have now learned that a second Amazon account had been established under my name using what appears to be a temporary phone, possibly in Washington state. I have asked Homeland Security for the unredacted report so that I can investigate further and am awaiting their response.”

She also responded on Twitter saying " No, I didn’t send it to myself.”

Another article says something about pushing for teens to be injected. So, reading between the lines, she was power tripping, going against the stated goals maybe. The dog thing appears to be a pity ploy.

Apparently, she was fired for abuse of authority and sending unauthorized communications calling to inject older children without parental consent/approval.

Investigation: Fired vaccine chief paid for dog muzzle sent to office

An investigation report filed Monday by the Tennessee Department of Safety and Homeland Security includes photos of a dog muzzle sent via Amazon to fired vaccination chief Dr. Michelle Fiscus at her office at the Department of Health.

Tennessee’s former vaccination chief Dr. Michelle Fiscus’ own credit card was used to purchase a dog muzzle that was sent to her office before her firing from the Tennessee Department of Health, a state law enforcement investigation found.

Before her firing in July, Fiscus received an Amazon package that contained a dog muzzle. A Tennessee Department of Safety and Homeland Security investigation revealed that the muzzle was purchased using an Amazon account in Fiscus’ name with her American Express credit card.

“Based on the information provided to us by Amazon via subpoena, and on information derived from interviews, there is no evidence to indicate that the dog muzzle was intended to threaten Dr. Fiscus,” the investigation report concludes.


The investigation was closed and a report filed Monday by Special Agent Mario Vigil of the Tennessee Department of Safety and Homeland Security. The findings of the report were first reported by Axios Nashville.

It began on July 7, the day after Fiscus received the package, when Paul Petersen of the Tennessee Department of Health contacted Tennessee Safety and Homeland Security Director Gregory Mays, concerned that the dog muzzle was intended as a threat.

At the time, Petersen served as director of Tennessee’s Emergency Preparedness Program at the Department of Health. He has since taken over Fiscus’ role as interim director of the Vaccine Preventable Diseases and Immunization Program.

In a statement on social media Monday afternoon, Fiscus claims she was the one who requested the department investigate the origin of the package after she returned from the July 4 holiday.

The same week, several department employees were interviewed by special agents from the department.

Dr. Fiscus told special agents that she had not ordered the muzzle, and suspected it was sent to her as a prank or a joke. After colleagues denied sending the package, Fiscus told agents the muzzle “was possibly meant as a veiled threat,” citing emails she had received criticizing her work on the COVID-19 vaccination program.

Fiscus accessed an Amazon account in her name and showed agents records of her purchases, but there was no record of the muzzle purchase on that account, according to the report.

“When asked, Dr. Fiscus stated that she did not send the muzzle to herself,” the report reads. “Dr. Fiscus told us that she had no knowledge of who sent the muzzle or why Amazon had indicated that the muzzle had been sent by her.”


A subpoena of Amazon records of accounts in Fiscus’ name revealed two separate accounts: one that Fiscus showed the agents, and a second account in Fiscus’ name listing her office address at the Department of Health. Records of access to the second Amazon account show the account was accessed from a phone in the state of Washington.

The second account was opened on March 6, 2021, and was used to purchase the muzzle, according to the report.

The muzzle was purchased with an American Express credit card in Fiscus’ name, which is listed as the payment method. That card number is saved on both accounts, according to the investigation report.

In a statement on social media on Monday, Fiscus denied sending the muzzle to herself.

“Regarding the muzzle: I ASKED Homeland Security to investigate the origin,” Fiscus wrote. “Report says a second account was made under my name from a phone in WA? Waiting on unredacted report. Hold tight. No, I didn’t send it to myself.”

Fiscus also claimed she had no knowledge of the second Amazon account in her name.

“That account was apparently accessed from the State of Washington, where I had never been, by a cell phone using a carrier I have never used,” she wrote. “I have asked the state for the full unredacted report and am awaiting a response.”

Since her termination, Fiscus has publicly condemned Tennessee’s response to the COVID-19 pandemic, claiming Republican leadership is putting politics above public health and unnecessarily risking lives.

According to records of her termination, Fiscus was fired after “disrespectful treatment and ineffective management” of staff, requesting to direct state funds to her own nonprofit, and circulating a controversial mature minor memo without knowledge or approval of department leadership. Fiscus disputes all these claims, citing glowing performance reviews until several months before her firing.

Gov. Bill Lee declined to comment Monday afternoon on the findings of the investigation.

“I knew the Department of Safety was investigating, but I haven’t read the report,” he said. “It just came out.”

The Fiscuses are planning to move to northern Virginia this fall, saying that officials have put politics before public health during the COVID-19 pandemic. Brad Fiscus told the Associated Press that the move to Virginia will give his wife more opportunities to continue working in public health.

No it isn't illegal in TN to mail yourself a dog muzzle.

IT IS illegal to report a false threat or hate crime and involve Homeland Security in your hoax.

After obtaining a court subpoena for Amazon it was discovered that Fiscus had ordered the dog muzzle herself using a 2nd Amazon account (other then her original account), and used her own credit card ........NEITHER OF WHICH SHE DISCLOSED TO INVESTIGATORS.
