I would think an apex predator would have bigger eyes lol they're so tiny

i guess when your next meal is the size of a volkswagon beetle, you don't need really big eyeballs...

It looks like the orbit cavity is significantly larger than the eye itself so I wonder if the artist just picked tiny eyes as a stylistic choice.

Well it did go extinct so maybe the eyes didnt work out well for it.

Birds have small eyes and they seem to do pretty well. Big eyes are for seeing in the dark.

Yeah but raptors (the birds) tend to have a pretty decent eye to body ratio.

because the generally fly at a higher altitude while hunting.
Smaller birds are feeding on the ground and don't need exceptional eyesight. eye placement is as or more important than size. Hunters have forward facing eyes while prey have eyes more to the sides.
