That seems a bit exaggerative. I've been shocked more times than I can ever remember from the outlets which were 120v / 20 AMP outlets.
That said, I recognize this is from the UK and they have 220v, but can that really cause you to lose a finger?
I've had metal on metal create a small hole in wire cutters (where I thought the power was off), but losing arms? Come on... maybe if you laid down on some 40k volt train tracks... but a home outlet?

A kid in school, the '50s, had lost digits by sticking a butterknife blade into an ungrounded, (two prong) outlet. The hs kids called him ' Hingers ', because of their cruel sadism, but only behind his back since he was a huge football linebacker thug. Burned his fingers off when he was a child of three. So, yeah, danger Will. eek !
