Man, I have never seen anything like that. A whole section of seats just engulfed in flames on otherwise totally bare concrete... would have to assume something spilled, caught fire, and burned. As a former chief of fire investigations... that's my take (joking).

Same thing happened at Atlanta's Turner Stadium in 1993, except that was caused by some faulty cooking equipment.

It's not a fire.
