Maybe electrolysis? That would require a lot of water, though.
edit: A quick search shows that there have been some advancements in hydrogen production from salt water over the last few years, and Bay City is not far from the Gulf.

More likely another "Green" scam.
Many "backers" have "money to burn" that give money to any "Green project" as generates Good PR then go silent when the "project" folds like many others have like "solar roads" worldwide. Many in Govrmnt know is a scam too and spend your Tax$ anyway. Worse can use Eminent domain etc to give them land and more for free "Hoping" will create jobs etc. If, more like When, they go Bankrupt, you often still pay more in Tax$ to cleanup after.
"Carbon Capture" alone eats POWER 24/7 and no wind/solar even w/ batteries will generate enough. Since when is one idea about green power actually obtainable, Sure solar works but in reality nothing is greener. We can farm the same oil we get out of ground it still burns same,. Plug in your electric car after next person so plan to be late and still burn coal to feel good. Most greenies are surprised that oil is oil and they want to make it from from new rather than salvage it laying around. [This message has been edited by Australian (edited 05-08-2022).]
