If you live in Atlanta there's a "fix".

"The only two ways you can get into trouble are if you steal the boot or cause any damage, a spokesperson for the (police) department said."

I haven't been to Atlanta in over a year. Have no desire.
But lots of people go there. Maybe even some forum folks will pass through, so I thought it was at least newsworthy.
Regardless, I'm happy that somebody has found a way to stick it to these cretins.

Take the boot with you. If the scheme stops being profitable, they'll stop doing it. Better yet, apply it to the scammer's car and fill the lock with epoxy.

I'm guessing they record the license number. They can still report it stolen. (Although I suspect the police wouldn't be in too much of a hurry to prosecute it. They seem to hate the "booters" as much as the general public.)
Hard to tell who the scammer/owner of the boot is, unless they are nearby in a marked vehicle.

Philly and many others just Tow a car.
PPA handles parking on streets etc and Live Stop towing for Police.
Private Parking is often Contract Tow Co's.
Either will cost Hundreds of $ in Towing and Impound/Storage fees in just a day or three.

I knew a guy who did exactly that and wound up spending a couple nights in jail for destroying city property. It was his own undoing actually; he had about six cars but only a few of them were kept current with valid plates and city stickers and he was constantly moving them around the neighborhood, and in and out of random private parking lots trying to keep them out of sight. He would rotate plates around among the cars that actually ran (so he could drive them, obviously) and the derelict cars were costing him a lot of money because they were starting to get a lot of tickets. Eventually the city booted all of them and at some point several of them were impounded and he didn't have the funds to get them back.

I've seen some videos filmed in Philadelphia by the TV show "Parking Wars". Some of the truck operators will hook up to the back wheels and go off down the street with the front wheels dragging. Not good on FWD transmissions.
