Google spearheaded it first, wanted to "close it off", but Musk *supposedly* wanted to keep it 'Open source".....and helped create 'Open Ai" as an "free" alternative... then they kicked him out and closed it off, (like Makerbot did with 3D printing) so now there are two... but neither are even slightly "open"...
