Well Duh.
Because EV's buy way less (like many hybrids) or no gas... Gas that carries Road and Other Taxes in the price, all states where to do something to EV to crawl back that money.
Other states have already tested many ways for Tax by Mile etc. Example: Some states tested a OBD2 Dongle sim to Progressive "snapshot" and other I-co's uses just for this reason.

I see nothing crazy about it. What I do see is the usual govt grab at people's $$$ using modern tech to get their stinky and sticky little fingers on it. Thanks IT!! (that's sarcasm)
Trucking and delivery companies already do the same thing with internal combustion driven vehicles for different reasons, using both GPS and company specific transponders.

Sorry but Any Cell Phone can track users for Decades. Part of How they work just to make/get calls even before adding SMS and other crap added to "Feature Phones" way before most are now having "Smart Phones." ATT et al have been giving tracking data and more to all Govrmnts including US and most "Matadata" is not protected by 4th or other sections in Constitution so often does not have to get a Warrant for this.
Any GM w/ OnStar has been tracking users for Decades too. Now Tesla and Many Others have Cell Phones built into the cars and not only because "owners want this." Even JD equipment can be Tracked and "Bricked" by JD and Govrmnt around the World... John Deere tractors 'bricked' after Russia steals machinery from Ukraine The Register
US Fed's and other Govrmnts wants all vehicles to have remote kill the car and tracking since OnStar proved that was very easy to do in the 90's. NHTSA wants to add this to FMVSS required equipment rules for new vehicles.
