Ok. I'm trying to sort ot the passkey issues with my swap. To start things off there is alot of ifo out there and I've read alot of it but it all seems to conflict.
There are 4 types of theft deterrent systems in the various years of GM's cars
Passlock <50 Hz signal> Passkey II Passkey III Passkey III +
The one I'm interested in defeating is passkey II, This seems to Include most ECM's from L67 cars 99+ (Except the GTP) until they implemented Passkey III sometime in the new Millenium.
The schematic floating around the net is a 50HZ signal generator. As far as I can tell this is only for passlock.
According to GM, In Passkey II the BCM applies a 5V reference signal to the lock Cyl., through the key resistor chip and back to the BCM. The BCM determines if that is the correct learned resistance value and then sends the fuel and start enable to the pcm via the Class 2 Serial bus. There is from what I can tell no PASSKEY II pin on the ECM whatsoever. This leads me to believe that the signal generator for passlock will not apply to Passkey II.
Now what do I do. The only thing I can think of is to have either the system removed from the ECM via reprogramming, Or maybe having the learned resistor value deleted from the ECU. Has anyone out there done this? I am planning to get my ECM reprogrammed but due to Cash flow and time restraints, I have to have the car running and out of its current location before I have the money to get the ECM reprogrammed. I don't care if it runs in Limp home mode, It jsut needs to limp home :P Any help would be appreciated. Thanks!
OK, I've done some research for you.... I'm assuming you're wanting to use the '99 Regal PCM. You'll need to have it reprogrammed or switch to a different PCM. GM is calling it PASS-Key II, but it is completely different from the PASS-Key II used in earlier sytems.
When the ignition switch is turned from the LOCK or the OFF position to the RUN position, the BCM applies a 5 V reference voltage to CKT 1073. The BCM reads the resistor pellet code and compares the stored resistor pellet code against the ignition key resistor pellet code for a correct match.
When the BCM detects a correct match, the BCM sends a fuel-enable password to the Powertrain Control Module (PCM) through the Class 2 serial data link. The PCM enables the theft deterrent relay. This action allows fuel delivery to the engine.
The older PASS-Key II systems used a separate module that generated a fuel enable signal and sent it to a "Theft Deterrent Fuel Enable" input on the PCM. It looks like they made it part of the serial data stream to make it harder for a theif to bypass. Why they didn't give it a new name is beyond me.

When installing remote starts on those cars you will have to do the same. Omega (Excalibur alarms) has a passlock override system. It's called a pass-2. http://www.caralarm.com/pages/productaccessories.html Go to remote start accessories on this page. Maybe this can work for what you are doing. If you decide you want a pass-2 LMK. I can get you one for @ $10+s&h. Hopefully it can work.

I have something that I think will work for you. I bought it with the hopes that it would work for my '96 camaro 3800SII into an S-10, but it seems that I have the earlier PasskeyII and the bypass I bought is for the later PasskeyII system. I bought the bypass box from the 12voltshop.com(check bottom for link) and on the directions it says to connect it to 4 wires. Two are grounds, one is a hot, and the other it is supposed to go into the #2 pin on the diagnostic port(purple wire). It programs itself and it flashes a LED and then you change the jumper chip and it's ready to work. I paid $45 for the thing and used it for all of about 20 minutes before I read this post and realized that I have the older PasskeyII. If you want it let me know or maybe we can trade if you have a bypass for the older PasskeyII.
Hmm, well it looks like that will work with my system. In which case I would be interested in purchasing it from you. I don't have the 50Hz generator. Drop me a PM if you want to sell it. Thanks.

I have never seen a PCM with the VATS deleted for my engine('96 camaro 3800SII), and no dealerships around me will reflash just the PCM. So I'm stuck with the damned 555timer.

Why not just get a BCM? Do you know how many cool features and BODY controls(hence BCM) than you can use in the fiero?
My '94 ECM has kind of its own BCM built in. IT HUGE. I hooked up all kinds of cool features that it controls. Kind of makes the 15 year old car seem high tech (KIND OF LIKE THE ENGINE YOUR DOING!!) HEH!
