The stalk inserts into the windshield wiper switch inside the column, and a cam/lever rides on the wiper switch and actually activates the turn signal switch assembly. The turn signal is relatively easy to replace, but the wiper switch is a little more difficult. If it's just the stalk that's broken you can replace that without disassembling the column at all if you don't have cruise. If you have cruise you can pull the new wire through with the old wire, though there is a slight chance that you will end up disassembling the upper part of the column if you can't get the wire to thread through the column.

Here're some pictures that may be of interest: http://web2.airmail.net/jsavage1/repairprocedures/tiltcolumn/

It depends on whether or not your wiper switch is broken. If not and you don't have cruise, just pull out the old stump and insert a new stalk, you're good to go. If you have cruise, you can try using the old cruise wire to pull the new cruise wire through the column. If the wiper switch is bad then the only way to fix it is to disassmble the column to get to the switch.
