I want to know where does the steering wheel need to be when it locks with the key. Is it supposed to be centered and straight?
Mine does not lock in that position, do I have to remove wheel and center the wheel? How do I do that?

This is a pic of the locking plate and pin. The steering wheel can be locked in any position. You will see a very slight mark at the 12:00 position on the shaft. There is a matching mark on the hub of the steering wheel. These are your alignment marks. In the picture you will see the contact for your horn, (between the shaft and the locking pin). Your steering wheel must be aligned with this contact. If your wheel is not "straight" when your wheels are straight, have your alignment checked.

This link is to Oliver Scholz's write-up on the steering column.

The steering wheel only goes on one way and the wheel will lock in any position. You cannot reset the wheel in a different notch to correct alignment.

Well I guess I have to get into the wheel to check this out. The car has always been off a little at the wheel when driving straight. I guess the previous owner removed the wheel at one point and installed it incorrectly.
Thanks

The steering wheel is probably installed correctly, it's probably a front end alignment issue causing the wheel to not be centered when driving. Neither Fiero I've owned would lock with the steering wheel exactly centered, they've been off a few degrees to the right or left. I"m not sure it's possible to get the steering wheel indexed wrong on the shaft since the horn contact has to pass through the wheel hub and its position is somewhat fixed.

If you look closely at the splined shaft where the steering wheel mounts, you'll notice that it's missing one groove. The steering wheel hub has the corresponding index in it; you can only mount the steering wheel to the shaft in one position.

If the steering wheel isn't centered, it's a front end alignment issue. You can't fix it with the steering wheel mounting; it only goes on in one position.
