This is a good question that wasn't answered... Is it for the seatbelt strap? Also, Archie, how much would weight was added with the frame stiffening?

Yeah, that is a seatbelt strap.

I'd guess that the stiffening materials weighed about 120 to 140 lb. Since the stiffening was doen as the car was being built, there's know way to get a before & after weight.
