I am mounting the coil packs and ECM on my swap in the location of the original battery. How are you guys mounting these? Thanks. Anyone make any brackets??

I mounted the coil packs in the OEM battery location. I made my own mounting bracket and tilted it toward the engine to make routing the plug wires easier. Also, since it's under the vent rain will roll off rather then settle on it, even though it is water proof.
The PCM I placed in the stock location. Just seemed simpler though the simplest would be the trunk.

I found a piece of angle aluminum that was approx 4"x3" and cut it to length, mounted the coil pack to this, and then mounted it to the existing battery tray...
I mounted mine coil packs to the firewall on the passenger side. The PCM is mounted in the trunk. I found the trunk location convenient as I also mounted an auxiliary fuse box in there that feeds a lot of externals such as fuel pump, oil cooler fan, PCM and ac clutch fan. I also mounted an OBD2 plug in the box so I can read the PCM out right there at the engine compartment. The old battery tray area is probably a good idea except that for my application that is where my trans cooler is located.

Will the ECM live unsheltered from the elements?

Yes, as long as water cannot get into the connectors. But special care will need to be taken as most Fiero swaps involve removing a lot of the wiring circuits not needed for the swap. Removing wires from the OBD2 PCM connectors will leave small holes exposed, which moisture/water can get into. This needs to be prevented. You should also shield your PCM so water cannot collect and freeze in any spot on it or the connector as the ice can break these parts.
There is a plastic mounting tray available that will hold these PCMs neatly; most 2001-06 GM fullsize trucks used them and they will work with the 98-03 style 3800 PCM.

I did some minor rework of a 3800 swap for a friend and one of the items was to relocate the coils. The harness was mostly factory and there was enough length to mount the coils off the passenger frame rail w/o modifying the harness. Just needed to make the "T" shaped mounting bracket and weld it to the frame:
