I removed the bolts to hold the head on the block
Water poured out , I guess that should not happen or are the head bolts go in the water jacket.
the water is pouring out the bolt holes.

Yes... many of the head bolts pass through into the water jacket. That's why you need to coat them with a sealant before screwing them back in.

I guess my question is why was there water in the block? I am not positive that any of the head bolts go into water jackets. Could be, but I cannot think of any that do. Some of timing cover and water pump bolts do for sure. Larry

Trust me, some of the head bolts go through into the water jacket so it's perfectly normal for water to bubble out of the head bolt holes if you haven't drained the block (something you should've done). Also, the 1986 FSM on page 6A2-17 under the heading Cylinder Head Install or Connect para 3 states: "Coat cylinder head bolt threads with GM 1052080 Sealer, or equivalent, and install bolts". If the bolts did not penetrate into the water jacket there would be no need to do this.

Correct! Both the GM/Helm FSM and experience say so. Proper thread sealant is mandatory on all head bolts. Not only is required for sealing, but the head bolt torque values are based on its use.
