I got in to an argument with someone that should have known about this law a long time ago.
just wanted to help my MO neighbors cover their butts.

Notice of Sale Reporting Requirement
Effective January 1, 2006

Effective January 1, 2006, the seller of a motor vehicle, trailer, or all-terrain vehicle must report the sale within 30 days to the Department of Revenue (department). Sellers, other than Missouri licensed dealers, must submit a completed Notice of Sale (DOR-5049Adobe Acrobat PDF) (NOS) or Bill of Sale (DOR-1957Adobe Acrobat PDF) form to report the sale. These forms are available on our forms and manuals page or from your local contract office.

Early in 2006, the department will issue a two-part title document with a tear-off Notice of Sale (DOR-5049A) form for vehicle owners to use in reporting a vehicle sale.

The sale of a vehicle by an authorized personal representative, receiver, trustee, sheriff, or other representative or successor must also be reported.

Missouri licensed dealers who do not file their sales reports electronically must complete a Notice of Sale (DOR-5049Adobe Acrobat PDF or DOR-5049A) for each retail sale made to a Missouri resident. Click here for dealer reporting requirements.Adobe Acrobat PDF

I've been going round and round with the state over a truck I purchased and never got the title. The former owner and nieghbor said he would get a dupicate title, in the mean time I drove the truck with his plate on it. I had it inspected, emissions done, and even got insurance. Well the engine went bad, so I parked waiting for the title, I kept asking, finally the wife said just get rid of it. So I gave it away to another neighbors relative. Well I couldn't get the title and neither could other guy I gave the truck too. So the division of criminal investigations DVM got involved. Needless to say it's a mess. But I could prove I got a insurance, emissions testing done and got a mechcanical inspection, plus I had a application for title with the original owners signature on it which the DVM wouldn't accept because the titled owner had to apply.

Been thinking about sueing him lately, but I gave the truck away. I wonder if I have any recourse.

zeig heil ...just wait till the national id cards are required ..anybody that doesn't get one will be subject to not being aable to buy or sell or drive of course..hmmm sounds familiar ...

i've been told by old people, (i mean really old people) that when they were issued a SSN that they assured that it would never be used for indetifcation.
infact my SSN card from 1972 says right on the dang thing "not to be used for indentification"

but Missouri has a new law about it too.

I think that is true but from what I have read the SSN was being used for an ID within 6 months of starting the program. I was hoping the ID theft stuff would set things right but that hasn't completely happened.

California has had that for years but it's called a release of liability. I had a neighbor that donated a car and didn't send that form in (because he had lost the title). About a year later dmv sent him a bill for towing and back registration and... he was informed that because the car had been used in a crime it had been conficated and would cost a bundle to get back and if he didn't fork over the money they would take legal action to collect it. Sending them the receipt for the donation made the issue go away but the tone of the letter was very threatening.

California DMV is very good at sending threating letters. The simple answer is to send one back saying put up or shut--charge me or piss off.

Years ago (89) I lived there and when I came back to canada brought my car with me. as far as i knew all papers had been sent, I jumped in my car and drove it home.

about 8 months, year later I start getting letters telling me what they are going to do to me, and how much they are going to take from me, if i dont file a form (whatever the thing was).

corespondance took abouk about 3 letterts before i flat out out told the assholes--know what--if you think you have a case, file it and extradite both me and the car, otherwise **** off.

Never heard another word about it.
