I don't know that Cliff Pennock is the one that dropped the ban hammer on him.
Cliff stated that a ratings bar shows up and becomes active only after someone receives 50 ratings.
It is quite possible that someone, maybe never to be known, cast that last and fateful 50th rating that both made his ratings bar appear and sent "the sour one" to his doom.
Beyond that, I have to also say that I don't recall ever seeing a flashing red ratings / banned bar before.

I think realistically, this isn't a line graph, but a circle. If you connected the two ends of the line graph, you'd have a more realistic picture. Eventually, Anarchy forms an establishment... e.g. what BLM is, and they become totalitarian, which is what the NAZI regime was (though better funded). If BLM was very well funded, and had territory, they'd literally become like a black version of what the NAZI regime was.
