As far as the cluster bombs, the explanations from the various talking heads that I've consulted (via the medium of cable TV) make good sense to me.
First, there's the urgency. The alternative to these cluster munitions are the unitary (non-cluster) 155mm artillery rounds, and they are now in very short supply. Inventories have been run down and there isn't enough manufacturing capacity around the world, in the U.S., NATO and other partner nations to keep Ukraine supplied with as much as they need. But these 155mm cluster rounds and some of the other cluster munitions have been stockpiled by the U.S. and are ready to fill the gap.
Second, there's the reality. The Russians have been using cluster munitions in Ukraine since they stupidly started this war. That means there's already a post-war requirement for ordinance disposal teams to clean up all the areas in Ukraine where the Russians have used these weapons. The task of finding as many of the "duds" (unexploded cluster fragments) as possible and safely disposing of them.
Supplying Ukraine with these weapons adds to this already existing requirement, but only incrementally. It doesn't fully double the size and expense of the effort that will be needed.
There was a mild protest about this from the Russian foreign ministry. "This won't stop us from completing our (Russian) military operations." I think that's a good sign. What else were they going to say?
I won't say that the Ukrainians fully abided by the ceasefire agreements that they had with the Russians from the last round of fighting, before this war began. But this has to be more on the Russians than the Ukrainians. Like 1000 percent more.
Cluster bombs for Ukraine? I'm all in. No better use for whatever federal taxes I've paid.

I personally haven't seen a report or an analysis that makes me think that the Covid relief funding that Trump signed into law was any more scam-proof than what Biden signed into law.

How many and what kind of reports do people think I could turn up if I went into "Google mode", about corporate executives and business owners who worked substantial scams with illicit schemes to take unfair and sometimes illegal advantage of the Covid relief funds that were signed into law by both President Trump and President Biden?
