If they're smart, they'll do what we do... and that's sow division politically and domestically first to help create a "movement" before kinetic weaponry is used. The Israeli's don't really have any overt support in Tehran outside of a handful of people who still support "the old ways" of Iran before 1979. But mostly, they're not viewed positively, or at best middle of the road.
But Tehran's citizens, in particular, are not a huge fan of the Ayatollah. That is... if we're still to believe that those who lived prior to 1979 still want to see their country return to that kind of freedom.
I guess what I'm saying is... you don't want to level the city (nor would they), they'll need to be strategic in what they take down... ideally things that affect the power structure (as in political power) more than anything, and tries not to affect the people that could potentially support a post-Ayatollah centric leadership in Iran. There's a lot to be said though for creating chaos in a society... which bringing down power for an exceptionally long period of time, would certainly do.
