Rehab can be a great investment, if used correctly. Successful rehab is step One in a completely new life for someone. Imagine how scary that must be !? Step Two is reassurance that the "ladder" wont break and there is someone at the bottom holding it. It's trust that our government actually cares about its People.
Step Three is Opportunity to live somewhere and be a part of society. Where? How about land set aside for a new off grid self sustaining village. How about a decommissioned cruse ship, dry docked instead of scraped. That's like a huge self-contained luxury condo resort. Could intelligent rehabilitated people run such a thing? And even generate revenue from it? Do you suppose there are any technical and ex-military people entering their "new life" that could run a drydocked Ship? How about rehabbed cooks, carpenters, electricians, medical technicians, entrepreneurs and just about every body else. Under what we see on TV, these are the Homeless People. Imagine a homeless junkie becoming a Chef on a dry docked luxury condo resort ship buying fresh produce from a farmer in the self sufficient village.
